Paint.NET - Radial Blur Effect

Note: This was a photoshop tutorials, which I have converted to Paint.NET.
1) Open up your image you want to work on. (I am using a picture of a monkey)
2) Duplicate the Layer. Ctrl + Shift + D
3) On the Duplicated Layer - Go to effects > Blurs > Radial Blur. Match your settings to mine:


Now I am going to erase a bit around the monkey's face so I can see it better.
Merge the layers. (Ctrl + M) This is what I got:
