So in Photoshop its pretty easy, edit >> stroke, and so on. Doesn't mean you cannot achieve this is Paint Shop Pro!
1) Get your picture
2) Ctrl + A to select all
3) Open a new file with the same or bigger dimensions than your current one.
4) Fill the new file you just opened with a color of the offset outline
5) Ctrl + E to paste your image as selection
6) Go to Selections >> Modify >> Expand, and put it as 1 pixel
7) Now go to Selections >> Modify >> Select Selection Borders. Set it to 1 pixel. (the same as the outline)
8) Copy it
9) Paste it on top of your image.
10) Using the move tool you can move it around.

Hi there! In this tutorial I will show you a really cool image technique.
1) First turn your photo into a gray scale by going to Image >> Greyscale
2) Go to Layers >> New Raster Layer
3) Pick a color (green) and select a huge soft brush.
4) Choose 1 corner of the image to brush so much that you cannot see through and the rest very light (look at example)
5) Now to go Layers >> Properties and set the blend mode to overlay.
6) You're done!!!
So....you can create fancy scanlines in Photoshop, but why not Paint Shop Pro? Actually you can create scanlines WAY easier with a blended effect in....Paint Shop Pro!!!
1) Go to Effects >> Artistic Effects >> Halftone
2) Match your settings to mine.
3) Click ok, and you are DONE!!!
