Paint Shop Pro - Fake Vector

In this tutorial we will go over making a fake vector. We all know how hard vectors are, I will teach you how to make a vector like image easily!
1) Get the Image you are using.
2) Go to Adjust >> Add/Remove Noise >> Edge Preserving Smooth
3) Set the amount of smoothing somewhere form 12-16. Click OK.
4) Go to Layers >> Duplicate.
5) Now go to Effects >> Artistic Effects >> Colored edges. Set your settings to mine.

5) On your duplicated layer set the opacity (transparency) to 70.

UPDATE: If you are using a psd you may want to try leaving the opacity at 100. :)
